A 48-acre development of 95 single-family lots The scope of work included clearing, grading, installation of municipal service piping, construction of a sewer pumping station, meter station, PRV station and all surface improvements. This project in Snohomish County was begun in mid-July of 2003 and was scheduled to be completed in the spring of 2004 at a cost of approximately $3.0 million.

Problem

Necessary construction permits were not received in time to allow project completion within one construction season, based on linear construction sequencing and conventional construction practices.

Solution

Mass grading cut-to-fill quantities were analyzed, and the site was segmented into three distinctive areas. Areas were based on cut-to-fill balances that would allow the work to be sequenced for staged completion of individual areas. This allowed paving of portions of the site prior to completion of grading and utilities on the whole site.

The sequenced construction plan reduced exposure of two thirds of the site to the severe inclement weather that was experienced in the late fall without delay to the overall project completion schedule. Due to the late-season construction schedule, portions of the roadway were treated with CTB to stabilize the sub-grade and to insure that curbs and paving could be constructed during inclement, late -fall weather.

Results

The Clearing and Grading permit was received July 11, 2003, and sewer permits were received September 5, 2003. Segment One paving was completed on October 10th without CTB sub-grade treatment. Although the site was exposed to record-breaking rainfall of 5" in 24 hours on October 5th, the second segment of paving was completed on schedule November 12th by utilizing CTB sub-grade treatment. A second major storm was recorded November 17th, but, by utilizing CTB sub-grade treatment again, the remainder of the site was paved on schedule by December 10, 2003.
